In other words, if the Tribunal arbitrarily truncates the defence's list of witnesses without ascribing reasons, or reasons for reasons, it will be seen as prejuding the issue or acting out of bias. They do only by the urge of truth coming out as determined by defendant. Among other elements, the proceedings are also recording the extent of material bias or judicial rectitude by those administering justice.
